In particular, Project 1002 focuses on training high-quality human resources for the fields of science, technology, key engineering, strategic technology and basic science. The remaining projects are related to nuclear power, energy and semiconductors, high-speed railways and urban railways. Training is implemented at many levels, from bachelors and engineers to masters and doctors; which focuses on talent training programs. This is determined to be the core force to form strong research groups in universities and businesses. According to Mr. Nguyen Tien Thao, there are currently about 15 industry groups related to the above fields, with an expected scale of 145,000 to 150,000 learners in the 2026 enrollment announcement. Along with the expansion of training programs, Decree 179/2026/ND-CP (Decree 179/2026/ND-CP Decision 179) provides a policy to directly support scholarships for learners. The level of support for students ranges from 3.7 to 5.6 million VND per month, depending on the industry and training program. Unlike the previous method of investing mainly through higher education institutions, the scholarship policy under Decree 179 is directed directly to qualified students. Learners can enroll in universities that offer supported majors; After admission, scholarships are transferred to students through training institutions. According to the Ministry of Education and Training, about 22,250 students enrolling in 2025 can enjoy this policy, with an estimated budget of about 350 billion VND. From the 2026 enrollment, the expected support time is 10 months/year, the total cost for a course is about 4,200 billion VND. Converted scores from international foreign language certificates, plus points and priority points are not used to consider scholarships. Therefore, candidates who register for admission using combination A01 but use converted IELTS scores instead of English high school graduation exam scores will not be eligible for scholarship consideration according to regulations. According to Mr. Thao, the data used to consider scholarships is the original data from the high school graduation exam results that have been entered into the system. Determining whether a candidate meets the score threshold and belongs to the group of 30% with the highest score will be done by the professional agency on the basis of admission data. The prerequisite is that the candidate must achieve 22.5 points or more. The combination used to consider scholarships must include Math and two of Physics, Chemistry, Biology, and English; Evaluation results are based only on high school graduation exam scores. Unlocking natural science capacity According to Prof. Dr. Nguyen Tien Thao, Vietnam has a source of students capable of natural sciences, especially mathematics. Therefore, policies need to be implemented in the direction of discovering, orienting and promoting the abilities of students from elementary school, middle school to high school. The promulgation of scholarship policies and the expansion of training majors help students have more opportunities to choose majors that suit their abilities and interests. For students with financial difficulties, scholarships can help them cover tuition fees, living expenses and pursue their studies. Besides scholarships from the state budget, universities and businesses are also implementing many other forms of support. At the masters and doctoral levels, learners can work as teaching assistants, researchers or laboratory technicians to both study and participate in research activities at training facilities. Mr. Nguyen Tien Thao believes that the training of science and technology human resources needs to be associated with practice and the real working environment. Businesses can participate in developing programs, organizing training, accepting interns and evaluating learning outcomes, theses and dissertations.
