Ms. Vo Thi Xuan Tham (Gia Lai) working at the ward radio station from 2000 to September 2011. From October 2011, she was the head of the radio, which was decided to be a part -time activist at the commune level. In March 2025, she concurrently belonged to the Party Committee Secretary. In July 2025, she was appointed to be the Secretary of the Party Committee of the residential group and the contract to make a radio station in the ward. According to Point k, Clause 1, Article 2 of the Law on Social Insurance 2024 (effective from July 1, 2025), the non -specialized activists at the commune, village and residential group are all subject to compulsory social insurance. However, in July, the part -time activity of the residential group has not yet paid social insurance. Ms. Tham asked, the local insurance agency said that there was no superior guidance, so it was impossible to pay social insurance to the amateur activist in charge of the residential group.For this issue, the Ministry of the Interior answered as follows: In the Governments Decree No. 15/6/2025, the Government stipulates that the payroll streamlining, the Government has decentralized to the heads of agencies, organizations, units and Peoples Committees, the Chairman of the provincial Peoples Committee determines the subjects. Therefore, it is suggested that Ms. Vo Thi Xuan Tham provide full information of individuals to ask and send to local authorities and competent persons to be answered as prescribed. According to the provisions of Point k, Clause 1, Article 2 of the Law on Social Insurance, the part -time activists at the commune, village and residential group are subject to compulsory social insurance. Currently, the Government has issued Decree No. 25/6/2025 detailing and guiding the implementation of a number of articles of the Law on Social Insurance on compulsory social insurance; The Ministry of Home Affairs issued Circular No. 12/2025/TT-BNV dated June 30, 2025 detailing a number of articles of the Law on Social Insurance on compulsory social insurance. In case of the local social insurance agency has not been implemented, it is required that she directly proposed to Vietnam Social Insurance for specific consideration and guidance, ensuring benefits as prescribed.
