The Ministry for Regional Development is continuing the recodification of public building law adhering to the content lines of the factual plan approved by the Czech Government in June this year. Now intensive internal discussions are under way on the first sections of the new Building Act. This should be approved in 2020 and take effect gradually in 2021.During the holidays the draft section text of the new Building Act was created. I am pleased that there are no unexpected delays and that we are sticking to the agreed timetable. Work on the recodification of public building law is progressing successfully and we are on track to bring a new Building Act that will make life easier for both small and large builders in spring 2021 said Minister for Regional Development Klra Dostlov.The analysis just completed confirmed the issue of bias. The number of objections filed by the systematic bias of the Office at the first-instance building authorities was 166 while at the second-instance building authorities 25. This was one of the reasons why the MRD proposed separating the building administration from the combined model and creating the Supreme State Building Office as the central body of state administration.Important progress will also be made in the area of digitization beyond the original intention. Originally only three types of repository were envisaged - a new digital live system will be added to facilitate the whole process for all participants in the construction proceedings. This will significantly strengthen E-Government in the Czech Republic will create data storage software solutions and hardware support to authorities. This will create a comprehensive active system. Anonymized management status information will be publicly available. A full electronic administrative file will be kept for the participants their representatives and public authorities replacing the paper file. Along with it will be introduced the possibility of electronic submission to the information system including project documentation and other attachments. A service for monitoring property management proceedings will also be set up.The basic objectives of the recodification of public building law include accelerating and streamlining permitting processes building administration reform based on the separation of building administration from the combined model unification of building authorities and creation of the Supreme Building Authority as the central state administration authority Of the Supreme Building Office and above all the fact that a citizen goes to one office where he gets one stamp and one permit or then there is one appeal and one lawsuit.
