π Tender Overview
Regarding the ongoing discussion on the issue of air conditioners in schools, we remind you that the Government, upon assuming the Presidency, proceeded for the first time to an integrated plan for the installation of air conditioners in all schools. For decades, this issue has not been promoted effectively, nor has it been a priority.
The Ministry of Education, Sports and Youth is working towards the implementation of the Government's decision, with full assurance of security issues (network, buildings, etc.). As it is understood, in schools that have installed air conditioning systems in the past, without following the correct procedures, problems occur.
Specifically, appropriate actions have been taken recently, on the basis of legislation, in full compliance with the recommendations of the Audit Office, as follows:
(a) selection by the School Boards, on the basis of specific criteria, of the first 50 schools throughout Cyprus (ten per district in free Cyprus), in which the establishment will take place;
(b) preparation of a protocol - installation guide, under the supervision of the Technical Services of the Ministry of Environment and Energy
(c) Announcement of competition by the Treasury of the Republic, in cooperation with the Ministry of Finance.
(d) Preparation of a three-year installation plan, with full cost (approximately β¬45 million).
At this stage, the evaluation of the economic operators has been completed and the School Boards can now, through a Dynamic Purchasing System, assign to the approved economic operators the supply and installation of air conditioners in the school units under their responsibility. At the same time, the Ministry of Education is promoting the three-year plan, which will be discussed with the School Boards, parents and teachers. It is reminded that at the same time, the planning and implementation of energy upgrading of schools throughout Cyprus is progressing.
The Government actively supports every just demand for the improvement of teaching and learning conditions and this is the first time that substantial actions are promoted, the results of which will be immediately apparent. It is important that the process is completed correctly and on the basis of all relevant regulations.
