Authorized by the Prime Minister, presenting the Law project proposal, Minister of Agriculture and Environment Trinh Viet Hung said that the Law project was built to fully institutionalize the Partys policy on reducing, decentralizing, and simplifying procedures. administrative procedures and business conditions; creating a healthy and fair business environment, promoting innovation, improving the effectiveness and efficiency of state management and administrative reform. The Law Project amends and supplements a number of articles of 10 laws in the field of agriculture and environment, including: Law on Crop Production, Law on Plant Protection and Quarantine, Law on Animal Husbandry, Law on Veterinary Medicine, Law on Fisheries, Law on Geology and Minerals, Law on Water Resources, Law on Irrigation, Law on Hydrometeorology and Law on Dykes Articles. The draft Law includes 12 articles. In particular, Articles 1 to 10 stipulate the amendments and supplements to the 10 laws mentioned above; Article 11 regulates implementation provisions and Article 12 regulates transition provisions. According to Minister Trinh Viet Hung, the Law project focuses on two key groups of policies: reducing and simplifying administrative procedures, business conditions and promoting decentralization in handling administrative procedures. Specifically, the Law project proposes to cut 40 administrative procedures, simplify 12 administrative procedures, and abolish 40 business conditions; At the same time, decentralize 24 administrative procedures from the Ministry of Agriculture and Environment to the Chairman of the Provincial Peoples Committee for implementation. In addition, the project also amends and supplements a number of related regulations to ensure the unity and synchronization of the legal system, without creating new policies. It is expected that the Law will take effect from January 1, 2027. The drafting agency has developed drafts of detailed regulatory documents to ensure they are promulgated and take effect simultaneously with the Law. Verifying the Law project, the National Assemblys Science, Technology and Environment Committee approved the necessity of promulgation and the scope of amendments and supplements to the Law project, and at the same time assessed that the dossier was fully prepared and met the provisions of the law. According to the verification agency, basically, the draft Law has promptly institutionalized the Partys policies, ensuring constitutionality, legality, consistency with the legal system and compliance with international treaties to which Vietnam is a member. However, because the implementation time of Resolution No. 66.19/2026/NQ-CP is just over two months, the legalization of the Resolutions contents still has the potential to affect feasibility and uniformity. The Committee for Science, Technology and Environment recommends continuing to review the draft Law and draft documents guiding its implementation; clarify the post-inspection method for each group of reduced procedures; ensuring the reduction of administrative procedures and business conditions based on the risk level of goods and services, associated with digital infrastructure, data connectivity and unified monitoring mechanism of ministries and branches. At the same time, it is necessary to review the decentralization and decentralization of powers associated with local implementation capacity and ensure consistency between the draft Law and relevant laws. The Committee for Science, Technology and Environment considers that the Law project file is eligible to submit to the National Assembly for consideration, comments and approval according to the order and shortened procedures at the First Extraordinary Session.Hai LienRefer moreReview and decide on 33 important contents at the First Extraordinary Session, 16th National Assembly for more informationOpening of the first extraordinary session of the National Assembly
