πŸ“‹ Tender Overview

Minister of Labor and Pension System Josip Aladrovi said today that the measure of reduced working week should be presented next week it will be able to be used by companies with more than 10 employees and financing per worker will amount to 2000 kuna. The Minister participating in the business breakfast of the American Chamber of Commerce in Croatia AmCham said that the working group in which representatives of the Government trade unions and employers had several meetings where the shortened working week measure was elaborated in detail consensus had already been reached. at the end of the week all assumptions and criteria of the measure should be defined which will be presented to the public next week. The Minister announced that its use will be possible from June 1 until the end of the year and it will be able to be used by employers with more than 10 employees. As a reason why companies with fewer employees will not be able to participate in this measure Aladrovi states that the measure is very difficult to control emphasizing that the measure primarily refers to larger companies.Considering that micro-entrepreneurs make up about 90 percent of the beneficiaries of support for preserving jobs which they paid for the previous months Minister Aladrovi says that they will be thought of and find a way to cover them with some measure. The Minister also notes that all those who were exempted from the measures for the preservation of jobs in June and have general preconditions for this measure will be able to use it but of course on the other hand those who would be entitled to both cannot use.The aim of the measure is to protect those working hours or days of workers when they cannot work at full capacity due to objective circumstances such as falling orders and thus leave the employer able to keep its workforce explains Minister Aladrovic and reminds that the measure is financed by a loan through SURE program of the European Commission.Projections are still being made on how much the measure could cost in total by the end of the year and in the current working proposal of the measure the financing per worker amounts to 2000 kuna he said.He explains that the amount of support will be calculated proportionally from 10 to 50 percent of the 4000 kuna which was the amount of support for the preservation of jobs whereby the maximum of 2000 kuna would be paid based on 50 percent of unused working time.Up to HRK 9.5 billionwill be spent on aid for job preservation A total of between HRK 8.8 and 9.5 billion will be spent on the measure of job preservation aid which includes payments for March April May and June including the payment of contributions for the second pillar with non-payment of contributions for pension and health insurance the Minister emphasized and added Support for March per worker amounted to HRK 3250 net for April and May HRK 4000 each as well as for June in which narrowed the measure only to the most affected sectors which a month earlier had at least a 50 percent drop in revenue annually namely the hotel catering passenger transport as well as the organization of sports cultural and other events. When it comes to aid to preserve jobs they were used to the greatest extent in April given that the economy was largely closed throughout the month. In April 98.5 thousand employers applied for this support for 559 thousand workers and 2.2 billion kuna of support was paid. He also pointed out the continuation of positive trends in June when it comes to the number of insured persons of the Croatian Pension Insurance Institute which increased by 11.2 thousand from the end of May to 12 June. From July 1 self-employment subsidies againHe announced that CES subsidies for self-employment will be available very soon the plan is from July 1.Namely the measure was temporarily suspended because funds had to be raised for grants to preserve jobs due to the corona crisis and Minister Aladrovi estimates that in such uncertain circumstances it would be a bit strange to implement such a measure. To the conclusion from the discussion of the participants that the situation with the covid-19 pandemic forced many to work from home which in many cases proved to be a good solution the Minister said that it was good that we were aware of it as possible and even simpler more efficient. and more favorable to the employer. He believes that the Labor Law which also regulates work from home is outdated and does not meet the needs of the labor market and that its change is necessary in the shortest possible time.At some point if we do not change it in favor of efficiency productivity and an easier business environment we will have a serious problem of competitiveness in the economy. This is something that must be done as soon as possible the minister said. The Executive Director of AmCham Croatia Andrea Doko Jelui assessed that the Government implemented measures to help the economy due to the corona crisis quickly which was extremely important for economic entities that found themselves in trouble.
