The average pension rose from 357 euros to 551 euros, or by 54 percent.

It also recorded the highest employment rate, at 70 percent, as well as the lowest unemployment rate of 6 percent.

Prime Minister Plenkovic also recalled that 800,000 jobs in the private sector were preserved in the crisis, and 130,000 businesses and crafts men remained on their feet.

Over the past few years, the government has allocated 7.2 billion euros to citizens and the economy, through aid packages, he stressed.

Speaking about the reform of salaries in state and public administration, Prime

Minister Plenkovic said that its fundamental goal was to achieve approximately equal pay for equal work, regardless of which portfolio or service someone was employed in.

Efforts, he added, were made to come to an objective evaluation of the work performed in a particular workplace and to take into account the equalization of salaries in the civil service and public services for the same jobs and jobs of equal complexity.

In addition, the aim was to ensure adequate salaries for all civil servants and employees, members of the Croatian Army and all employees in public services.

As an example of an unfair system in which people had significantly different salaries for almost the same job, the Prime Minister cited the position of administrative secretary where the coefficient varied from 0.824 to 1.067.

This reform, the prime minister said, achieved the goal of greater fairness towards all, then a significant increase in all coefficients in state and public services.

To illustrate the average wage increase, he compared march 2023 salaries to salaries that will be paid for March this year in April. That growth, he added, would be 31.9%.

The goal of higher increases for deficient occupations in state and public sectors has also been achieved services, for example for the it profession.

After this reform, Prime Minister Plenkovic stressed, the lowest salary for the position of administrative workers will be 1,000 euros.

Criteria for the evaluation of jobs are also prescribed, which objectively values them, and a central body - the Council for monitoring the wage system - has been established.

Speaking about the scope of the reform, the prime minister stressed that it includes 244 thousand employees in the public and state service.

Then, he added, this new system categorizes jobs more simply and fairly.

Jobs of the same or similar complexity are merged, based on valuation.

The number of job titles is decreasing - in the civil service from 1,575 to 898, in public services from 965 to 487, and overall from 2540 to 1385.

In addition, the recourse was increased from 200 to 300 euros.

Then, through negotiations with the unions, it was agreed to increase the base by 5 percent in October.

The Christmas bonus was also increased from 232 to 300 euros, and a new right was contracted - the Easter bonus of 100 euros.

The tax reform, which came into force on January 1, achieved an average salary increase of 40 euros, which also depended on decisions of local levels of government that could have provided higher incomes to people living in their communities with their responsibilities. Part took advantage of the opportunity, the prime minister added, and part did not.

After the Government adopts these decrees today, the Prime Minister said, a period of writing new solutions to all employees follows in order to pay salaries for March in April under this reform.

Prime Minister Plenkovic also referred to the growth of the payroll base to remind how much it has grown and in what period.
