The draft Law with the structure includes 4 chapters and 37 articles are designed in a way that does not replace specialized laws, does not set out duplicate or independent management, licensing, declaration, reporting, inspection, inspection and supervision procedures; Specific measures are only applied when there is a basis for specific risks, ensuring the right authority, the right subjects, the right scope, are necessary, proportionate and do not create an unreasonable compliance burden. Regarding this Law project, at the discussion sessions of National Assembly delegates in groups, there were 73 comments. At the discussion session in the hall this morning, for the Law project on Prevention and Suppression of Weapons of Mass Destruction Proliferation, the National Assembly focused on discussing issues such as: Regarding the principles of applying the law and prohibited acts; on national risk management in preventing and combating the proliferation of weapons of mass destruction and risk assessment criteria; on prevention and emergency response measures; on internal compliance programs of organizations, businesses and control of financing of proliferation of weapons of mass destruction; on state management in preventing and combating the proliferation of weapons of mass destruction and other contents of the draft law that delegates are interested in. Contributing specific opinions to this Law project, delegate Be Xuan Truong (Cao Bang) said, in the context of complex and unpredictable developments in the world situation. The risk of proliferation of weapons of mass destruction and financing of proliferation of weapons of mass destruction and international terrorism is always close by. Activities that take advantage of the development of science and technology to carry out illegal military purposes are increasing. Therefore, according to delegate Be Xuan Truong, the construction and promulgation of this law to create a solid legal corridor has extremely profound political significance. It is not only for the purpose of meeting the requirements of national defense and security tasks in the new situation, which is protecting peace, maintaining political stability, creating a favorable environment and conditions for the country to develop rapidly and sustainably, but also affirming Vietnams commitment to implementing international law. Therefore, building a law that meets the constitutional, legislative, feasibility and effectiveness when promulgated, I think this is a particularly important issue. The delegate said that there have been many seminars and conferences to comment on this law project with a high sense of responsibility to the Fatherland and to the people. The agency drafting the Law project has thoroughly absorbed the reason and sense of responsibility.
