During the general debate of the 24th Conference of States Parties to the Convention for the Prohibition of Chemical Weapons the Charg dAffaires a.. of the Permanent Representation of Costa Rica in the OPCW Ms. Anna Mara Oduber Elliott reiterated the countrys commitment to the total elimination of chemical weapons and support for the Organization for the Elimination of Chemical Weapons OPCW.Costa Rica called for compliance with the obligations of global chemical disarmament without excuses and without delay during the 24th Conference of States Parties to the Convention on the Prohibition of Chemical Weapons OPCW. The OPCW Conference of States Parties is the highest political body of this organization made up of 193 States Parties.Ambassador Krassimir Kostov of Bulgaria chairs the Conference in which the Director General of the OPCW Ambassador Fernando Arias has been present. The meeting takes place at the World Forum in the city of The Hague Kingdom of the Countries. Before the Conference the representative of Costa Rica categorically condemned the use of chemical weapons by anyone anywhere and under any circumstances and called on all States to comply with the obligations of global chemical disarmament without excuses and without delay when implementing the provisions of the Convention.Because of a collective interest Costa Rica recalled its strong support for the adoption in 2018 of the decision on how to deal with the threat of the use of chemical weapons through which a mechanism of attribution of responsibilities was created with the objective that those who have used chemical weapons are identified and responsible for their crimes.Likewise the Charg dAffaires ai highlighted the activities developed by this organization during this year and highlighted the actions that incorporate the gender perspective in the organization and urged to continue working to achieve gender balance in an integral way in all OPCW levels and areas. In the same vein he reiterated the excitement to a fair representation of all geographic regions within the organization.Additionally he referred to the countrys commitment to boost ties in international cooperation and knowledge and technology transfer in the peaceful use of chemistry. Special mention was made to the international course Chemical safety and safety management for the States Parties of Latin America and the Caribbean organized by the National Authority in collaboration with the University of Costa Rica and the OPCW Technical Secretariat the past July in the city of San Jos with the participation of representatives from the industrial governmental and academic sectors of the region. The annual session will continue until Friday November 29. The adoption of a historic decision that modifies Schedule 1 of the Annex on chemical substances of the Convention stands out today. Their adoption will prevent the subsequent use of hazardous chemicals used in recent chemical attacks as well as their proliferation and subject them to rigorous declaration and inspection requirements.The Costa Rican delegation was made up of representatives of the Permanent Mission of Costa Rica accredited to the Hague Organizations and the Department of Disarmament Terrorism and Organized Crime of the General Directorate of Foreign Policy. Costa Rica signed the Convention for the Prohibition of Chemical Weapons in January 1993 and deposited the instrument of ratification in May 1996. In compliance with the provisions of the Convention it established the National Authority in February 1999 composed of the Ministries of Foreign Affairs and Worship Finance Public Safety Agriculture and Livestock and Health.
