πŸ“‹ Tender Overview

Costa Rica added its voice to sign the Global Pact for a Secure Ordered and Regular Migration GPM whose Intergovernmental Conference convened by the United Nations took place this Monday in Marrakech Morocco with the participation of representatives of more than 160 countries. In these moments in which xenophobia has re-emerged in all regions of the world the Global Compact represents a holistic response to the phenomenon of migration with a focus on development and human rights said the Delegation of Costa Rica made up of Raquel Vargas Jaubert Director General of Migration and Aliens and Ambassador Norman Lizano Ortiz Head of Multilateral Policy of the Ministry of Foreign Affairs. The GPM is a non-binding instrument that seeks to promote and establish a series of voluntary principles commitments and understandings among the Member States of the United Nations which in turn fosters international cooperation to support governance towards safe regular and orderly migration. The text was adopted today by acclamation and must wait for the General Assembly of the United Nations to approve the adoption of the new instrument which could happen in the coming weeks. Costa Rica announced that it will vote affirmatively. Our country participated actively in the negotiation of this instrument and today it has reaffirmed its commitment. As a country of origin transit and destination of migrants we can not abstract from this process. The national delegation will take the floor tomorrow and reaffirm the commitment to multilateralism and our determination that only through dialogue and cooperation among all actors can we face such a complex phenomenon the delegation said. The GPM is not a treaty but a framework of cooperation that reaffirms the sovereignty of States to establish migration policies in accordance with International Law. At no time is a right to migrate established. Costa Rica considers that migrants have human rights regardless of their migratory status.Today we reaffirm this on the 70th anniversary of the adoption of the Universal Declaration of Human Rights. Migration is not a phenomenon that occurs from the South to the North. Today more than ever peoples movements are intra-regional. It is also not true that developed countries do not need migration. Migrants contribute to the development of the countries they arrive at and enrich cultural diversity said the Costa Rican representative.Costa Rica said that faithful to its foreign policy principles it will maintain its commitment to international law and multilateral organizations and our active participation in the historical process of development and evolution of the migration issue on the international agenda both in the global as in the regional and national scope.
