Clause 3, Article 11 of Resolution No. 254/2025/QH15 dated December 11, 2025 of the National Assembly does not have a mandatory regulation that only applies to project land. According to Clause 3, Article 11 of Resolution No. 254/2025/QH15, in case of changing the purpose of using a part of the land plot, it is not required to split the plot. The consolidation of land plots does not require the same land use purpose, the same form of payment of land use fees, land rent, and the same land use term. The Ministry of Agriculture and Environment answered this issue as follows: Clause 3, Article 11 of Resolution No. 254/2025/QH15 dated December 11, 2025 of the National Assembly does not have mandatory regulations that only apply to project land. However, the consolidation of land plots must ensure the principles and conditions specified in Article 220 of the Land Law and Clause 3, Article 11 of Resolution No. 254/2025/QH15.
