📋 Tender Overview
In Bukavu, MONUSCO handed over to the provincial government of South Kivu a building intended to accommodate the administrative offices of the provincial inspectorate of Territoriale as well as those of the Provincial Coordination of Civil Protection, two partner government services with which the The UN is considering other activities very soon as part of the disengagement of MONUSCO from South Kivu.
Governor Théo Ngwabidje officially took delivery of a three-story building, two of which were constructed by MONUSCO for an amount of approximately USD 100,000 through a quick impact project, while the ground floor was financed by UNICEF. Théo Ngwabidje recalled the precarious state of the old office, declaring: “It was a building at risk, cracked by the 2008 earthquake. Every day, I feared a disaster. »
UNICEF and MONUSCO in South Kivu have joined forces to address this concern by providing these two institutions with an adequate working framework. According to Governor Théo Ngwabidje, “the completion of this infrastructure is timely, given that the national authorities are focused on restoring peace to our eastern provinces.”
Recognizing their usefulness, MONUSCO has developed, over the years, a solid collaboration with the two beneficiary services. “For several years, with the support of MONUSCO and other partners, the Provincial Territorial Inspectorate has provided training in security governance to a large number of members of local security committees at the level of chiefdoms and groups ", declared Cecilia Piazza, Head of the MONUSCO South Kivu office. She added that "the inspectorate also strengthened capacities in terms of participatory governance among members of the consultative commissions for the resolution of customary conflicts at the chiefdom level, a program supported by MONUSCO over the last three years."
On the other hand, Cecilia Piazza recognized that “ the provincial coordination of Civil Protection plays a leading role in the prevention and response to risks linked to natural disasters and those resulting from human activity. The coordination [of Civil Protection] also has know-how in the management of alerts and incidents.” The head of the MONUSCO South Kivu Office remains hopeful that, “in the post-MONUSCO phase, [the Provincial Coordination of Civil Protection] will play a key role in the management of community early warning mechanisms, with support from [United Nations] Agencies, Funds and Programs”.
In view of the disengagement of MONUSCO from the province of South Kivu, the UN mission plans in the coming weeks, in collaboration with the coordination of Civil Protection, the organization of a workshop aimed at "strengthening cooperation with all actors supporting community civil protection mechanisms, including early warning management.”
Cecilia Piazza also took the opportunity to announce that “the Provincial Division of Civil Protection will soon receive a grant from UNDP in material and office equipment for its crisis management unit linked to natural disasters”.
For the post-MONUSCO period, United Nations Agencies, Funds and Programs are preparing to strengthen their support to the government in the operation of these mechanisms as well as to further consolidate security governance for which the Inspectorate plays a major role.
All this, “is the fruit of cooperation between the provincial government and its partners” , rejoiced the Governor, Théo Ngwabidje Kasi.
