The field and scope of construction activities of the topographic survey practice certificate are specified in Section 1.1 Appendix II of Decree No. 212/2026/ND-CP dated June 17, 2026 of the Government. According to the provisions of the Construction Law, Law on Urban and Rural Planning, Decree No. 175/2024/ND-CP, the agency managing construction activities issues Certificate of practice in topographic survey activities; Geological surveying for individuals (construction activity certificates for businesses have been abolished). According to the provisions of the 2018 Law on Surveying and Mapping and Decree No. 27/2019/ND-CP, organizations and individuals participating in topographic surveying activities must have a surveying and mapping activity license and a personal practice certificate issued by the Vietnam Department of Surveying, Mapping and Geographical Information. Mr. Dinh Van Truong (Dak Lak) asked, If an individual certificate to conduct topographic surveys is issued by an agency or unit: the Ministry of Construction/Department of Construction or the Vietnam Department of Surveying, Mapping and Geographic Information, can he/she participate in topographic surveys to serve the preparation of construction planning projects? Can an individual who is granted a practicing certificate for topographic surveying activities issued by the Vietnam Department of Surveying, Mapping and Geographical Information, whose major is Land Management, participate in topographic surveys to serve the preparation of construction planning projects? Is it necessary for a consulting organization to ensure conditions for topographic survey activities according to the provisions of Decree No. 175/2024/ND-CP and the Construction Law to have a surveying and mapping operation license issued by the Vietnam Department of Surveying, Mapping and Geographic Information (in the case of topographic surveying for traffic and irrigation works)? The Ministry of Construction answers this issue as follows: Field and scope of construction activities of the surveying practice certificate Topography is specified in Section 1.1 Appendix II of Decree No. 212/2026/ND-CP dated June 17, 2026 of the Government stipulating the conditions for capacity of construction activities, Information System, National Database on construction activities. Individuals who are granted certificates of practice in surveying and mapping have the field and scope of activities specified in the Law on Surveying and Mapping. Organizations participating in construction activities need to make it public.
