The organization of project implementation must ensure synchronization and efficiency in each investment phase; Prioritize completion of phase 1 service items to meet exploitation requirements according to approved capacity; At the same time, there is an appropriate investment roadmap to achieve the scale of exploitation according to the orientation to 2050. Ensure land recovery, capital allocation is public, transparent, harmonizing interests between parties. Land recovery, change of land use purpose, capital arrangement and mobilization of resources to implement the Project must be carried out in accordance with the provisions of law, ensuring publicity, transparency, harmonization of interests of the State, investors and people; associated with the requirements of environmental protection and economical and effective land use. The assignment of tasks and organization of project implementation must ensure compliance with the functions, tasks and powers of relevant agencies and organizations; clearly define the responsibilities of state agencies, investors and participating entities; Strengthen coordination and promptly handle arising difficulties and problems, without affecting the progress and overall goals of the Project. Ministers of Public Security, Construction, Finance, Agriculture and Environment, Chairman of the Peoples Committee of Bac Ninh province and heads of competent agencies proactively base on specific mechanisms and policies for projects at Gia Binh International Airport stipulated in Resolution No. 03/2025/NQ-CP dated August 14, 2025 of the Government on specific mechanisms and policies for investment in the construction of Gia Binh International Airport and legal regulations to organize the implementation of the Gia Binh International Airport Construction Investment Project and related projects and works under the scope of Resolution No. 03/2025/NQ-CP, ensuring progress, efficiency, and quality of works and projects. For construction investment projects, ensuring Flight operations of Gia Binh International Airport under the scope of Resolution No. 03/2025/NQ-CP are implemented in the form of public-private partnership (PPP), Build - Transfer (BT) contract type in the form of no payment required. Accordingly, the Ministry of Construction is the competent authority of the project; Receive all documents and results of preparation and implementation from the Ministry of Public Security and relevant agencies and units to deploy the next steps; Complete investment project approval and sign contracts with investors within 30 days after this Resolution takes effect (March 31, 2026), meeting the requirements for completing works to ensure flight operations are synchronized with the project completion schedule. According to Resolution No. 256/2025/QH15 dated December 11, 2025 of the National Assembly, the total investment capital of the Gia Binh International Airport Construction Investment Project is about 196,378 billion VND. Project scale: Level 4F (according to standards of the International Civil Aviation Organization - ICAO); meeting the demand for exploitation in the period up to 2030 of about 30 million passengers/year and 1.6 million tons of goods/year. Expected progress of project implementation is divided into 2 phases. In particular, phase 1 (from 2025 - 2030): Phase 1.1 (from 2025 - 2027): Complete the construction of necessary works to serve the APEC Summit in 2027. Phase 1.2 (from 2026 - 2030): Complete the construction of the remaining works of phase 1 to ensure synchronous operation and exploitation to meet capacity 30 million passengers/year and 1.6 million tons of goods/year.
