📋 Tender Overview
- -Municipality has not formalized the administrative board and keeps the wastewater treatment plant abandonedTacna.- The Comptroller General of the Republic revealed that the District Municipality of Cairani has not been supervising the correct operation of the drinking water service, nor the technical maintenance of the sewer network and the wastewater treatment plant (WWTP) in charge of an administrative board, which means the total abandonment of preventive and corrective activities.
In the Official Guidance Report No. 020-2026-OCI/0678-SOO, with an evaluation period of May 27 to June 12, 2026, the entity omitted its function of formally establishing, authorizing and registering the Cairani Sanitation Services Administrative Board, which provides services informally. This lack of formalization, added to the lack of municipal supervision, constitutes a risk that affects administrative sustainability and leads to the premature deterioration of local health infrastructure.
According to the technical evaluations of the National Superintendence of Sanitation Services (SUNASS), it was found that the sewage system and the wastewater treatment plant - both 20 years old - have not received any type of maintenance during the last six months. Although the infrastructure serves a total of 72 direct users in the area, its general condition has been classified as only regular due to the inaction of the building authorities.
Likewise, it was evident that the Cairani Sanitation Services Administrative Board does not have plans or operation and maintenance manuals for the drinking water system, the sewage network or the WWTP. Likewise, it lacks a formal cleaning and disinfection program for water distribution components and does not even have qualified personnel to promptly address operational problems that may arise in the community.
Given this scenario, the Comptrollers Office notified the mayor of the District Municipality of Cairani, granting him a maximum period of five business days to communicate the preventive and corrective actions that his management will adopt to mitigate the identified risks and safeguard the health of the population.
