- Project valued at more than S/ 36 million seeks to improve various services of the Professional School of ArchitectureSan Martin.- The Comptroller General of the Republic (CGR) identified risks that could affect the reactivation and continuity of the work to improve the academic and administrative services of the Professional School of Architecture of the National University of San Martin (UNSM).
The project valued at more than S/ 36 million and paralyzed since May 2025, should benefit students, teachers and administrative staff of said higher education institution.
Through Preventive Control Report No. 8952-2026-CG/GRSM-SCP, aimed at verifying the necessary conditions for the resumption of stopped investment projects, it was warned that the lack of adequate storm drainage infrastructure and measures to stabilize a slope close to the electrical substation could generate processes of erosion and instability of the terrain. This situation puts the development of the work at risk and could cause new delays in the execution of the project.
In addition, it was identified that the entity does not have sufficient budget to finance necessary components, such as primary supervision services, the dispute resolution board, and project administration. Likewise, to complete the execution, the entity would have to meet obligations with the contractor for S/ 4.5 million, while it only has S/ 4 million, which would generate a financial gap that could affect the continuity of the investment and the progress of the work.
Likewise, it was identified that the contractor has not yet presented the updated work execution program of the services pending execution, which makes it difficult to accurately determine the real period required to complete the infrastructure. It was also alerted about the existence of an arbitration process in force between the entity and the contractor, a situation that could lead to new precautionary measures and affect the continuity of the project.
The results of the control service, corresponding to the evaluation from May 26 to June 7, 2026, were communicated to the National University of San Martin so that it can adopt actions to overcome the identified risks and advance in the reactivation of this important work for the university community.
