Ensuring the unity of central management, strengthening decentralization and decentralization and improving the responsibility of local governments, ensuring reasonableness, feasibility, and clearly defining the responsibilities of management agencies and subjects participating in architectural management and architectural practice activities. Regarding the layout, the draft Law The Draft Law is arranged in 4 Articles. Article 1 on Amending and supplementing a number of articles of the Law on Architecture (No. 40/2019/QH14). Article 2 on Enforcement. Article 3 on Transitional Provisions and Article 4 on Amending and Supplementing a Clause of Article 40 of the Law on Urban and Rural Planning No. 47/2024/QH15. In particular, Article 1 includes 14 clauses regulating amendments, supplements, replacements and 01 clause on abolishing a number of articles, clauses and points of the Law on Architecture No. 40/2019/QH14; Article 4 is proposed to be supplemented to promptly legislate regulations amending and supplementing the Law on Urban and Rural Planning in Resolution No. 66.18/2026/NQ-CP, ensuring it takes effect before March 1, 2027 according to the provisions of the Law on Government Organization and the Law on Local Government Organization. Examining the proposed law, the National Assemblys Science, Technology and Environment Committee expressed its basic agreement with the need to amend the Law with the grounds as stated in the Governments Proposal. Basic Law project dossier qualified for submission to the National Assembly. Regarding the name of the draft Law, the Committee for Science, Technology and Environment said there is a proposal to consider changing the name of the Law project to Law amending and supplementing a number of articles of the Law on Architecture and the Law on Urban and Rural Planning to ensure consistency with the scope of regulation and amended content. Regarding this issue, Report No. 408/BC-CP of the Government proposed to keep the name of the Law project as Law amending and supplementing a number of articles of the Law on Architecture. The Standing Committee of Science, Technology and Environment agrees with the Governments proposal. Although amending the content of the Law on Urban and Rural Planning in this Law project without adjusting the name does not completely ensure legislative technique (the form of one law amending many laws), because the amended content is only in 01 clause, keeping the name of the Law project is necessary and reasonable to avoid disturbing the current legal system. Regarding the institutionalization of the Partys policy and compliance with Regulation No. 178-QD/TW, the Committee for Science, Technology and Environment believes that the draft Basic Law closely follows the Partys policies and guidelines, but it is necessary to continue reviewing newly issued Resolutions. Regarding constitutionality, legality, unity and international compatibility, the Committee for Science, Technology and Environment affirmed that the draft Basic Law is appropriate. However, to ensure feasibility, it is necessary to continue to review and compare to ensure consistency with the Law on Urban and Rural Planning and the Construction Law.Hai LienRefer moreThe National Assembly heard reports on 2 law projects in the fields of dissemination and education of the law and the States compensation responsibility.Refer moreReview and decide on 33 important issues at the first irregular session of the XVI National AssemblyRefer moreThe term of the National Assembly XVI must be the term of creating development institutions
