The Government has just issued Resolution No. 191/NQ-CP dated July 21, 2026 on the project Law amending and supplementing a number of articles of 09 laws on military and national defense. In the above Resolution, the Government basically agreed on the need to develop and content of the project Law amending and supplementing a number of articles of 09 laws on military and national defense submitted by the Ministry of National Defense. The Government assigned the Ministry of National Defense to take the lead. Maintain and coordinate with relevant ministries and agencies to research and absorb maximum opinions of Government Members, urgently revise and complete the Law project documents according to regulations. The Ministry of National Defense is responsible for the content of receiving, revising and completing the Law project; proactively coordinate closely with agencies of the National Assembly, relevant Ministries and agencies in the process of verifying, explaining, absorbing and revising the draft Law. The Government assigned Deputy Prime Minister Phan Van Giang to represent the Government on behalf of the Government to sign the Governments Proposal to the National Assembly Standing Committee. at the First Extraordinary Session according to shortened order and procedures; direct the process of completing this Law project.* The Law Project amends and supplements a number of articles of 09 laws: Law on National Defense; Law on Officers of the Vietnam Peoples Army; Law on professional soldiers, defense workers and officials; Military Service Law; Vietnam Border Guard Law; Law on Peoples Air Defense; Law on Reserve Forces; Civil Defense Law; Law on Militia and Self-Defense Force. The development and promulgation of the Law project aims to ensure the timely and complete institutionalization of the Partys viewpoints on the arrangement and organization of the political systems apparatus, the 3-level government model, associated with decentralization, maximum decentralization of power, reduction and simplification of administrative procedures in accordance with urgent practical requirements; Ensuring the unity and synchronization of the legal system and improving the effectiveness and efficiency of state management.
