1. Agree in principle to the "Hebei Provincial Land and Spatial Plan (2021-2035)" (hereinafter referred to as the "Plan") reviewed and approved by the Ministry of Natural Resources. The Plan is a guide to the spatial development of Hebei Province, a blueprint for sustainable development, and the basic basis for all kinds of development, protection and construction activities. Hebei Province is located in the key area of Gyeonggi and is one of the key regions for the implementation of the Beijing-Tianjin-Hebei coordinated development strategy. The implementation of the Plan should adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Party, completely, accurately and comprehensively implement the new development concept, adhere to the people-centered, coordinate development and security, promote the harmonious coexistence of man and nature, and strive to write a chapter in Hebei in Chinese-style modernization.
2. Build a solid spatial foundation for safe development. By 2035, the amount of cultivated land in Hebei Province will not be less than 88.01 million mu, of which the permanent basic farmland protection area will not be less than 76.65 million mu; The area of the ecological protection redline shall not be less than 36,390 square kilometers, of which the area of the marine ecological protection redline shall not be less than 1,100 square kilometers, the expansion multiple of the urban development boundary shall be controlled within 1.3 times of the scale of urban construction land based on 2020, and the area of construction land used per unit of GDP shall not be less than 41%; The retention rate of the mainland's natural coastline shall not be lower than that assigned by the state, of which it shall not be less than 23.2% in 2025; The total amount of water consumption shall not exceed the target issued by the state, of which 20.6 billion cubic meters in 2025, and groundwater control shall be strictly enforced; Except for major national projects, reclamation is completely prohibited; Strict management of uninhabited islands. Clarify the key areas for the prevention and control of natural disaster risks, delineate risk control lines such as floods, earthquakes, land subsidence, and marine disasters, implement security guarantee spaces such as strategic mineral resources and historical and cultural protection, and comprehensively anchor the spatial bottom line of high-quality development.
3. Build a territorial space system that supports the new development pattern. Deeply implement the strategy of coordinated regional development, major regional strategies, main functional areas strategy, new urbanization strategy, rural revitalization strategy and maritime power strategy, adhere to the overall planning of land and sea, and promote the formation of a new pattern of land and space development and protection with obvious main functions, complementary advantages, and high-quality development. We will give full play to the geographical advantages of the Beijing-Tianjin rim, further promote the coordinated development of Beijing-Tianjin-Hebei, jointly build a world-class urban agglomeration, build the Xiong'an New Area with high standards and high quality, and promote the Beijing-Tianjin-Hebei region to become a pioneer and demonstration area for Chinese-style modernization. In line with the ecological protection and high-quality development strategy of the Yellow River Basin, we will strengthen the connection and linkage with urban agglomerations such as the Shandong Peninsula, the Central Plains, the central part of Shanxi, and central and southern Liaoning, and accelerate the transformation of old and new kinetic energy.
Fourth, systematically optimize the pattern of land space development and protection. Give full play to regional comparative advantages, optimize the positioning of main functions, refine the division of main functional areas, and improve differentiated support policies. Consolidate the main agricultural product producing areas in the Huang-Huai-Hai Plain, increase the grain production capacity in the Yanshan-Taihang Mountain piedmont plain, consolidate the spatial foundation of the granary in North China, and build a high-standard marine ranch demonstration area. Improve the ecological functions of important areas such as the Yanshan-Taihang Mountains, the northern Beijing-Tianjin-Hebei region-Liaohe source, and the Bohai coastal zone, continue to promote the construction of key ecological projects such as the "Three Norths", build a solid ecological security barrier in the capital, and implement the protection and restoration of the three major river basins of the Hailuan River, the Liaohe River, and the inland river, as well as grasslands, wetlands, coastlines, and estuaries and bays. Strictly control the spatial space of the shoreline of rivers and lakes, support the replacement of surface water sources, reduce groundwater exploitation, strengthen the reserve of groundwater resources in front of the Taihang Mountains, and promote the comprehensive management of groundwater overexploitation areas such as the Heilonggang Basin. Strengthen the leading role of the Shijiazhuang metropolitan area, accelerate the construction of Xiong'an New Area into a high-quality and high-level socialist modern city, promote the linkage development of Beijing-Tianjin, coastal, south-central and northwestern Hebei, promote the integration of public service facilities and infrastructure between urban and rural areas, improve urban and rural living circles, and optimize the spatial layout of county-level villages by type of subdivision.
