📋 Tender Overview
This Thursday the inauguration of the expansion of the Concepción Penitentiary Compliance Center (former El Manzano Penitentiary) took place, which is part of the Biobío Penitentiary Complex , which will now house more than 3 thousand people deprived of liberty.
In this way, progress is made in the development of a comprehensive Penitentiary Policy, which President Boric entrusted to the Minister of Justice and Human Rights, Luis Cordero.
The implementation of the Penitentiary Policy has as its axes respect for human rights, the fight against organized crime , the improvement of the working conditions of guards and the search for social reintegration of people who are under state control by order of the courts.
The works carried out in the Concepción Penitentiary Compliance Center reach 20,690 square meters and have a capacity for 1,608 people deprived of their liberty.
These works meant an investment of Th$26,897,786 .
The new facility places emphasis on security and social reintegration.
Expansion work on the former El Manzano Penitentiary
The 2010 earthquake unfortunately left various damages in the Biobío region, including a good part of public infrastructure such as the El Manzano Prison.
In 2018, the MOP Architecture Directorate carried out replacement work and in 2021 it was decided to incorporate this work into the group of 2 prison infrastructure in the concession system.
Various works have been carried out to improve the standard of the facility, in order to contribute to the improvement of the conditions of confinement of the prison population and the security involved in operating a prison, always deeply respecting human rights.
The launch of the Biobío Penitentiary Complex represents a milestone in penitentiary policy , increasing the capacity of places for people deprived of liberty, with high standards of security and technology, conditions that at the same time encourage intervention and social reintegration, as well as the work of the Chilean Gendarmerie personnel.
There are prison services that are developed by persons deprived of liberty, with their respective employment contract.
The Biobío Penitentiary Complex is made up of the CCP Concepción and the CCP Biobío, with a maximum total capacity of 3,034 people deprived of liberty, accused and convicted, of male and female sex, under the administration of a head of unit, operational head and internal boss, in addition to the heads of the respective sectors.
Characteristics of the new Penitentiary Complex
The Penitentiary Complex will have a new penal hospital that together with the existing one in the CCP Biobío will function centrally.
They will have 99 medical hours per week that can be distributed in specialties, according to the needs of the complex, such as those found below:

The facility has automated perimeter technification that improves shift conditions for sentinel personnel, reinforcing security thanks to the implementation of technologies, which are expected to be extended to the rest of the country.
The work meant a coordinated action between the Ministry of Justice and Human Rights with the Ministry of Public Works.
