The child of Ms. Tuyet Phuong (HCMC) has an intermediate nursing degree, has never received tuition exemption or reduction according to any regulations, is not working, and does not pay social insurance. Now her child is studying at a college of medicine and pharmacy, training for 18 months. Ms. Phuong asked, will her child receive a 70% tuition reduction according to Decree No. 238/2025/ND-CP and Circular No. 05/2023/TT-BLDTBXH? Regarding this issue, the Ministry of Education and Training responded as follows: Clause 1, Article 16 of Decree No. 238/2025/ND-CP September 3, 2025 of the Government regulating tuition policies, exemptions, reductions, tuition support, support for learning costs and service prices in the field of education and training stipulates that subjects eligible for a 70% tuition reduction include: a) Pupils and students studying traditional and specific art majors in vocational education establishments, public and private higher education institutions with cultural and artistic training, including: folk theater musicians ethnic groups, Hue traditional musicians, Southern amateur musicians, theater actors, folk performing arts, ca tru art, bai choi art, traditional musical instrument performance. Centrally regulated vocational education.c) Pupils and students in vocational education institutions and higher education institutions are ethnic minorities (other than very few ethnic minorities) and they and their parents have permanent residence in extremely difficult villages/villages, communes of Region III in ethnic minority and mountainous areas, especially difficult communes in coastal, coastal and island areas according to the regulations of the competent authority. It is recommended that Ms. Tuyet Phuong base on the regulations. The above regulations compare the list of arduous, toxic and dangerous occupations issued in Circular No. 05/2023/TT-BLDTBXH dated June 15, 2023 of the Minister of Labor, War Invalids and Social Affairs stipulating the list of arduous, hazardous and dangerous occupations, professions and occupations at intermediate and college levels.
