The amendment of the law also aims to innovate proceedings in a more progressive direction, ensuring increased litigation, strict control of power, better protection of human rights and citizens rights; Review and inherit regulations that are still appropriate and effective; amend, supplement or abolish regulations that are no longer appropriate. In addition, add new regulations and procedures to resolve cases quickly and promptly, saving resources and litigation costs while still ensuring rigor, objectivity and humanity, better ensuring the legitimate rights and interests of organizations and individuals in criminal proceedings; building modern proceedings, applying digital technology and meeting the requirements of international integration. To realize the purpose and thoroughly grasp the guiding views, the scope of this amendment is determined to be a comprehensive amendment. Accordingly, the draft Criminal Procedure Code (amended) stipulates the principles, order and procedures for receiving and handling information about crimes, initiating, investigating, prosecuting, adjudicating and a number of procedures for executing criminal judgments; duties, powers and relationships between agencies competent to conduct proceedings; duties, powers, and responsibilities of the person competent to conduct proceedings; rights and obligations of participants in proceedings, agencies, organizations and individuals; complaints, denunciations and international cooperation in criminal proceedings. It is necessary to promulgate the Criminal Procedure Code (amended).
