Director of the Department of Information Technology, Ministry of Justice Pham Quang Hieu said that in the period 2025-2026, the Ministry of Justice is focusing on implementing the National Law Portal Project, aiming to build a platform with a modern, open, modular architecture and ready for the application of artificial intelligence (AI). To date, the Portal has a modern interface, integrated with the VNeID application, providing legal virtual assistants and new document lookup and introduction functions; At the same time, digitize and update more than 145,000 legal documents, including more than 44,000 documents of central agencies and more than 101,000 documents of localities. The system gradually connects with databases and specialized information systems, supports consolidated document search, monitors the progress of law making and law dissemination and education. However, the process of developing and applying AI on the National Law Portal still poses a number of requirements that need to continue to be resolved. Search capabilities are currently mainly based on keywords, not fully exploiting semantic and contextual search; Virtual assistants do not yet meet the requirements for in-depth, personalized legal support and compliance risk prediction. Besides, the quality, consistency of data and integration with specialized databases are still limited; Multilingual, disability and voice communication support features are not fully utilized. These issues require continuing to improve technology infrastructure, standardize data, improve human resources and enhance coordination between agencies and units. To effectively promote the potential of AI, Mr. Pham Quang Hieu proposed developing the Portal in the direction of enhancing semantic search, enhancing legal virtual assistants and personalizing user experience on the RAG architecture platform, while adding text change warning tools, compliance risk analysis, and conflict review. conflicts and overlaps in the legal system and support policy impact assessment. Along with that, it is necessary to perfect the AI governance mechanism, ensure data quality and safety, expand public-private cooperation, strengthen connections with legaltech platforms and promote international cooperation. Singapore approaches AI in law with 5 layers of tools. Sharing Singapores experience, Senior State Attorney of the Singapore Attorney Generals Office Tan Sze Yao said that Singapore has not yet issued a comprehensive AI law but has chosen a 5-layer approach. Specifically, the first layer is law, regulating the States decision-making by automated methods and handling specific impacts related to AI. The second layer is the Courts guidance, focusing on regulating the use of generative AI in litigation activities. The third layer is ministerial guidance, which sets out good practices applied in the legal field and is updated and adjusted in line with technological developments. The fourth layer is the professional code of conduct, with technology-neutral obligations, applicable to all legal activities, regardless of whether AI is used or not. The fifth layer is khung interdisciplinary governance, creating a common platform at an economy-wide scale to promote the development and use of trustworthy AI. Mr. Tan Sze Yao emphasized that these 5 layers of tools are combined to form Singapores legal and policy framework for the application of AI in legal activities, thereby ensuring that the use of technology is implemented in accordance with legal, ethical and professional responsibility requirements.
