π Tender Overview
The Regional Development and Tourism Commission (CDR) approved on Tuesday (25) project to encourage student access to universities in the same region where they live (). The proposal allows universities to apply a scoring bonus to local students to their selection processes. It goes to the Education Commission (CE), which will have the final word.
Policy is already adopted by some universities, which give the bonus to students from the same state or municipalities closer to the institution. The rapporteur of the bill was the chairman of the committee, senator Professor Dorinha Seabra (Uniao-TO). In recommending approval, she recalled that the tendency is for a significant portion of the newly graduated to return to their home states, which is why some universities have already adopted affirmative measures of regional nature.
This is a measure that, if properly applied, can reconcile the benefits brought by Sisu [Unified Selection System] with regional development guidelines based on the setting of more qualified professionals in the regions that have invested in their training - she said during project approval.
According to the author of the bill, Senator Daniella Ribeiro (PSD-PB), the creation of Sisu intensified interstate and interregional mobility in the search for vacancies in higher education. Sisu takes into account the results of the National High School Exam (Enem) in the dispute for the vacancies.
Despite the merit of facilitating candidates access to vacancies without the need to take exams in various establishments, the system also generated imbalances in the senators view. One of them is the fact that it increasingly deprived students from the same state and the region of access to the nearest universities.
Application
At the same meeting, CDR approved of Dorinha () for a public hearing on the Tax on Circulation of Goods and Services (ICMS). The intention is to discuss impacts and alternatives to the incidence of ICMS with tax substitution on the sale of products on board on domestic flights.
Tax substitution is the transfer of the obligation to collect a tax of one or several people who are in a production chain. Thus, this tax is collected once before all subsequent production chain operations until it reaches the end consumer. For the senator, this system, in the case of these operations, generates an increase in costs and risks of double taxation, as well as burden the state machine with the overload of refund requests.
