Presidential Decree No. 95 of March 6, 2025 united all forms of state support that exist in the republic. It provides for three forms of state support for the construction or acquisition of housing: preferential loans for the construction of single-family residential buildings, apartments in block residential buildings, as well as for the acquisition of single-family residential buildings, apartments in multi-apartment or block residential buildings built by state order (21 categories of citizens); one-time subsidies for the construction or acquisition of housing (17 categories of citizens); financial assistance from the state in repaying debt on preferential loans (for large and young families, at the birth of children).
"The Decree provides for a universal procedure for providing state support to certain categories of citizens. The point is that we have defined a specific list of forms of state support that citizens have the right to claim, " noted Inna Pinkovskaya . " In this act, the forms of state support are systematized, the norms are set out in a more understandable and accessible language for citizens, so that anyone who opens a regulatory legal act can understand the intricacies and nuances and contact government agencies less often. The volume of established norms here is significantly less than what is currently provided for by legislative acts."
Thus, the Decree provides for the possibility of building private houses by citizens using preferential loans. Also, in settlements with a population of up to 20 thousand people, preferential loans will be provided for the purchase of housing both on the primary market (built by government order) and on the secondary market. "The exception is large families, who can purchase residential premises in other settlements, but for those on the waiting list in settlements up to 20 thousand, this is significant, because they can not only build, but also purchase housing. In some small urban settlements, the cost of a square meter on the secondary market is in some cases lower than new construction," the representative of the Ministry of Architecture and Construction emphasized.
Within the framework of this Decree, it is envisaged that all categories of citizens who have the right to state support are preserved, as are the conditions for providing state support. “The only exception is that it will not be provided for the construction of residential premises through shared participation within the framework of a housing and construction consumer cooperative (HCPC) in order to exclude citizens from the construction process itself. People will purchase finished housing built under a government order. But all residential buildings that are being built within the framework of shared construction, if the project declaration is published before June 1, 2025, will be completed under the conditions stipulated by the shared construction method,” explained Inna Pinkovskaya. These innovations concern housing that will begin to be built from June 1, 2025, since this is the date on which the Decree comes into force.
