π Tender Overview
The powers of the All-Belarusian People's Assembly in the field of defense have been defined in Belarus. This is provided for by Law No. 17-Z of 2023 July 292, which was officially published on the National Legal Internet Portal, BelTA reports.
The document amends a number of legislative acts, including the Law of November 3, 1992 No. 1902-XII "On Defense". Thus, it is supplemented by the article "Powers of the All-Belarusian People's Assembly in the Field of Defense". These are not new norms - such powers were spelled out in the law "On the All-Belarusian People's Assembly", signed by the head of state in February of this year. Other legal acts are now being brought into line with this document.
Thus, the ABPA approves the Military Doctrine, the Concept of National Security. In addition, the All-Belarusian People's Assembly has the right to introduce a state of emergency or martial law on the territory of Belarus if there are grounds provided for by the Constitution.
At the suggestion of the President, the ABPA may decide on the possibility of sending military personnel, employees of paramilitary organizations, and other persons outside Belarus to participate in ensuring collective security and maintaining international peace and security.
