π Tender Overview
This year, the state and AMS are investing a total of 52.6 million euros in employment policy initiatives and support offers. Labor market opportunities increase with qualifications, which is why we are focusing our attention primarily on those groups of people who have the greatest difficulties in integrating into the labor market. These are people with health problems, older people, low-skilled people, long-term unemployed people and refugees with the right to remain, said Governor Markus Wallner and State Councilor for Economic Affairs Marco Tittler as well as AMS State Director Bernhard Bereutr in the press foyer: The state and AMS Vorarlberg are facing the challenges together. More than 3,600 people can take advantage of the labor market policy projects jointly financed by the state and AMS. We are also continuing to consistently adhere to the employment and training guarantee for young people, emphasizes Governor Wallner.
The Vorarlberg labor market was somewhat more stable in 2024 than the national average. After a year of stagnating or shrinking economic growth, the forecasting institutes are expecting moderate growth impulses for 2025. Against this background, we expect minimal employment growth of just 0.1 percent for Vorarlberg. In the construction industry and manufacturing industry, demand for personnel will probably continue to decline and we must prepare for further job losses. On average in 2025, we expect unemployment to rise by around 500 people +4.9 percent. In 2024, an average of 10,268 people were registered as unemployed, 875 people or 9.3 percent more than in the previous year. The number of dependent employees has remained fairly stable with a total of 172,595 employees -0.1 percent. The increase in unemployment last year was unevenly distributed between the sexes: women +7.1 percent, men including alternative genders +11.1 percent. The gloomy overall economic situation is having a clear impact in the federal states with a high proportion of employees in the industrial and construction sectors. The proportion of employees in industry manufacturing of goods in Vorarlberg is just under 26 percent. In this economic sector, the number of unemployed people rose by an average of 9.0 percent over the year, and in construction by 10.9 percent. Youth unemployment has increased in all federal states in Austria. In 2024, 1,428 young people under 25 were registered as unemployed, 213 more than in the previous year. The number of unemployed people also rose in the 25 to 50 age groups +9.0 percent and those over 50 +6.4 percent. The economic downturn also led to an increase in the number of long-term unemployed. Their number rose by 8.1 percent to 1,665 people in 2024 compared to the previous year. From the group of convention refugees, persons entitled to subsidiary protection and displaced persons from Ukraine, an average of 898 people were registered as unemployed with the AMS during the year. This represents an increase of 97 people or +12.1 percent. Almost half 47.9 percent of all registered unemployed people 4,915 people have a maximum of a compulsory school leaving certificate as their highest level of education.
An average of 4,762 vacancies were reported over the year, a decrease of 443 positions -8.5 percent compared to 2023. 66.5 percent of all vacancies required an apprenticeship or higher education as a minimum qualification level. The 2025 employment policy program of the state and AMS Vorarlberg With a view to the need for labor, the state of Vorarlberg has already taken concrete measures for certain professional groups - for example in elementary education or through a package developed jointly with the state police directorate and the staff representatives to increase the attractiveness of the police profession. In addition, the state and AMS are focusing on unchanged priorities in their programme of measures agreed for 2025: The aim is to prevent the consolidation of long-term unemployment, to promote the higher qualification of people with a low level of education and to offer young people good vocational training and employment prospects. The labor market policy instruments that lead to skilled worker training apprenticeship or higher formal training qualification or enable company-related qualification foundation models will be further expanded. Governor Wallner, Minister Tittler and AMS State Director Bereutr agree: In general, the decisive question in all professional fields and sectors is: How do we get the best workers for the domestic economy?
