Those who meet the requirements of D. U. No. 004-2026 may submit their applications from July 30 to September 30, 2026 through the ATU Digital Subsidy PlatformThe Urban Transportation Authority for Lima and Callao (ATU), an entity attached to the Ministry of Transportation and Communications (MTC), approved the operational guidelines for the granting of the economic subsidy to carriers of the public regular land transportation service for people and the public land transportation service for goods, through Executive Presidency Resolution No. 170-2026-ATU/PE, with the objective of guaranteeing an efficient and timely distribution of this benefit established by the Emergency Decree No. 004-2026.
The document establishes the operational activities of the organic units of the ATU and provisions on the evaluation of applications submitted by transporters to access the economic subsidy of S/ 4 for each gallon of B5 diesel or B20 diesel with a sulfur content less than or equal to 50 parts per million (ppm).
The guidelines specify that the subsidy will be granted only to fuel purchases made between May 29 and July 29, 2026, as long as the transporters comply with the conditions established in the standard and present the corresponding documentation.
Beneficiaries must submit their application only once, virtually, between July 30 and September 30, 2026, through the Digital Subsidy Platform (PDS).
The same that automatically validates the information with the competent public entities such as regional governments, provincial municipalities, the Ministry of Transportation and Communications (MTC), the National Superintendence of Customs and Tax Administration (SUNAT), and the Supervisory Body for Investment in Energy and Mining (Osinergmin). In this way, the validity of vehicle authorizations and qualifications, the registration of electronic fuel receipts and other requirements required to obtain the subsidy will be verified.
Carriers may also modify, on a one-time basis, the requested amount, as long as they document said variation. This modification may be made within five business days following the submission of the initial application and, in no case, later than September 30, 2026.
Once the evaluation process is completed, the ATU will make a single payment of the subsidy through the authorized entities of the financial system.
