The Government announced today October 31 that the Chief Executive has made appointments and a reappointment to the Civil Service Training Advisory Board CSTAB The appointments of members will be effective from November 1 2026
The new members appointed are Ms Hsu Siuman and Mr Victor Kwok Hoikit who will serve on the CSTAB for a term of three years from November 1 2026 to October 31 2029 Professor Wong Yukshan will be reappointed as Chairman for another term of two years from November 1 2026 to October 31 2028
Welcoming the new appointments and the reappointment the Secretary for the Civil Service Mrs Ingrid Yeung said This year Hong Kong formulated its First FiveYear Plan which states that the Government will further improve the civil service training management system to enhance public governance capabilities In the 2026 Policy Address Supplement the Chief Executive also put forward various initiatives to strengthen civil service training in support of the implementation of the FiveYear Plan With Professor Wongs capable leadership and members wealth of experience in various fields I have full confidence that the CSTAB will continue to offer diverse perspectives and strategic advice on civil service training and development providing strong support to the Government in enhancing its governance capabilities
The Government expresses its sincere gratitude to the retiring members Ms Renee Ho Hangyin Mr Lee Luenfai and Professor Richard Wong Yuechim for their years of invaluable contributions to the work of the CSTAB
The CSTAB gives guidance on training for the civil service and the longterm development strategy of the Civil Service College The board comprises academics human resource management experts and professionals with rich experience in administration
