π Tender Overview
Angola's permanent representative to the African Union (AU), Miguel Bembe, defended this Tuesday, in Addis Ababa, Ethiopia, the creation of an African platform for South-South cooperation to share experiences and good practices in the Peace and Security Council of the continental organization.
The Angolan diplomat presented this proposal during the 1251st Meeting of the Peace and Security Council (PSC) on the Strengthening of the Continental Early Warning System (CEWS) which was chaired by the permanent representative of Djibouti to the AU, Abdi Mahamoud Eybe.
During his intervention, Ambassador Miguel Bembe considered that the process of structural conflict prevention requires not only direct and operational prevention to avoid large-scale violence, but also strategic actions to systematically and coordinately address the underlying structural causes or weaknesses.
He highlighted the need to explore the two key instruments available to AU Member States, namely the βCountry Structural Vulnerability and Resilience Assessment (CSVRA)β and the βCountry Structural Vulnerability Mitigation Strategy (CSVMS)β.
On the other hand, he highlighted the importance of the "African Peer Review Mechanism (APRM)", which the Republic of Angola voluntarily joined in 2004.
This mechanism, he explained, associated with the "CSCPF", focuses on structural reforms, through regular assessment by the panel of independent African experts, on issues of peace and security, democracy, good governance and economic management of the interested countries, in coordination with the Regional Economic Communities (RECs) and the Regional Mechanisms for Conflict Prevention, Management and Resolution (RMs).
The Angolan ambassador to Ethiopia also emphasized the need to improve and explore the capabilities of the "Continental Early Warning System (CEWS)", equipping it with advanced technological means and strengthening political confidence in its use as an objective and impartial tool to support decision-making by the Governments of the Member States of the African Union.
It recommended the introduction of a robust system for monitoring and evaluating quarterly reports on national strategies, and the promotion of inclusive national forums involving governments, civil society, academia and the private sector, to ensure the effective use of Early Warning tools and vulnerability assessment processes.
At the same time, he called for the provision of predictable and sustainable financial resources, with the support of African financial institutions and international partners, for the "implementation of the pillars of the Continental Framework for Structural Conflict Prevention (CSCPF), namely the CSVRA, the CSVMS and the MAAP.
