Andorra Regulations Automated Tender

The Council of Ministers has approved the Decree regulating automated administrative action in the Government of Andorra. The Regulation aims to regulate the use of automated administrative action mechanisms as well as to establish the procedure for the approval of specifications the criteria to be applied the necessary software the electronic seals to be used and the systems. of supervision and maintenance of these mechanisms.The text is part of the Administrations digitization project which represents a source of savings in public time and resources and benefits the administration. Therefore the aim is to regulate and consolidate the use of automated administrative action mechanisms in the administrative procedures processed by the Government of Andorra. The scope of application is procedures such as the certification of findings registered in the Governments information systems procedures that do not require resolutions related to decisions and procedures related to declarations of intent that are applied to information that may be previously known to the person concerned.The regulatory text stipulates that in advance the criteria to be applied and designate the bodies responsible for supervising the operation of the system must be approved and this information disseminated publicly.The Minister Spokesman explained that nowadays certificates of residence and non-debt certificates can be issued automatically with the Government through the online e-paperwork platform. The government is expected to incorporate other automated administrative acts in the coming months as provided for in the Administrative Code Act which likewise determines that all such acts must be regulated.The regulatory text has been approved at the proposal of the Secretary of State for Digital Transition and Strategic Projects and has been promoted by the Board of Directors of document management and has had the participation of the Office of Processes of the Government of Andorra the Legal Office and the Department of Information Systems.
