The Council of Ministers has approved this Wednesday at the proposal of the head of the Presidency Economy and Business Jordi Gallardo the tender for the acquisition of software licenses for the generation of electronic certificates taking into account that the current award for the supply of licenses expires at the end of the year 2020. At the same time the Government intends to continue providing the Administration with an identification and electronic signature tool capable of speeding up dialogue with citizens and business as well as internal administrative processes.Therefore in order to promote e-government and fully achieve citizens electronic access to public services it is essential to encourage the use of the electronic certificate and electronic signature. Certificate and signature however must be created from a qualified electronic generation device and precisely for this reason the supply of software licenses is tendered.Issued by the aforementioned device the signature is transformed into a qualified electronic signature that has with respect to the data recorded on digital media the same legal effect as the handwritten signature in relation to the data recorded on paper. The same goes for the rest of the electronic certificates.The form of tender is an international public tender of open procedure and modality of urgent contracting. Interested companies can submit their bids until October 1 2020 to the Government Procedures Service during opening hours.
