π Tender Overview
The analysis of the bill that creates the Obiang Nguema Mbasogo University (UNOM) and decentralizes its operating structure has begun in the Chamber of Deputies, in deliberations carried out within the Parliamentary Commission on Education, Culture and Sports, under the moderation of the President, Doctor Salomon Nguema Owono.
In the explanatory statement of this legislative initiative, the Government highlights the exponential increase in the student population in each school year, especially at the ESBA and high school levels, its massive concentration in the cities of Malabo and Bata, as well as the social problems inherent to this phenomenon, such as uprooting, the lack of accommodation for these students, the lack of tutors with sufficient financial resources to accommodate those from the interior of the country, juvenile delinquency and other technical-professional reasons, such as the institutional organization, logistics, teaching and research of a university institution.
With the purpose of providing a solution to these social, economic and academic problems, the Executive, aware of its obligation to guarantee the rights of young people, presents this bill to expand the coverage of public higher education, through a decentralization model, which can ensure the achievement of the goals of a modern university institution in the provinces, in accordance with national development priorities.
In this bill, which has been presented to this Parliamentary Commission by the Vice Minister of Education, Sciences and Professional Education, Vicente Nsue Nsue Mangue, the creation of eight universities in the provincial capitals of the eight provinces was proposed, to guarantee equitable inclusive education and provide learning opportunities to all citizens, but the deputies have considered that eight new universities should not be created, in a country of 28 thousand km2, which already has two universities, and that still needs to consolidate existing educational institutions.
The representatives of the people congratulate this initiative, to perpetuate the achievements of the President of the Republic in these areas, but given the current situation of economic crisis and the cost of maintaining a university institution, they propose the creation of a single Obiang Nguema Mbasogo University, with different faculties or specialties in the different provinces, a proposal that has been accepted by the Government Delegation, headed by the Minister of State in Charge of Relations with Parliament and Legal Affairs, Sergio Esono Abeso Tomo.
After the first evaluations, the deliberations of the parliamentary commission have begun and an ad-oc commission will reformulate the explanatory memorandum, while the first articles have been adopted, which determine the creation of the UNOM, as well as its decentralization, and the location of the university centers that are planned to be created in the provinces has also remained pending.
