The National Peoples Congress NPC discussed on Saturday afternoon in plenary the draft law setting the missions composition and organization of the National Council for Scientific Research and Technology. During this session chaired by Slimane Chenine president of the NPC in the presence of the Minister of Higher Education and Scientific Research Tayeb Bouzid and that of Relations with the Parliament Fathi Khouil the deputies put forward the importance of enriching the provisions of this law governing the activity of scientific research with a view to its promotion as part of a strategyNational Stressing that it was impossible for countries to develop in the absence of modern science and technology MEPs called for improving the conditions for scientific research and the situation of researchers by ensuring a favorable climate hence the importance of the project to create the National Council for Scientific Research on socio-economic life. In addition other members of the NPC have found it essential to set up first the means and mechanisms likely to revive scientific research by devoting the necessary financial support such as that the developed countries do.Other speakers stressed the need to encourage Algerian brains and skills established abroad to return to the country to contribute to its development considering it essential to revise the system of scientific research in Algeria to re-evaluate research centers and laboratories to audit budgets and control their management and to focus on the human factor. On the other hand some deputies considered the presentation of this project relatively late four years after the adoption of the Constitution adding that the contribution of scientific research to socio-economic development remains low despite the qualitative leap it has registered . In addition several deputies proposed the enlargement of the Council component and its equitable geographical distribution calling for criteria for the selection of competences and for the creation a delegated ministry of scientific research. Responding to the concerns of MPs the Minister of Higher Education Tayeb Bouzid said that this Council is called in the future to have total independence in terms of evaluation of the results of research of scientific laboratories and research units a process in which the trusteeship will have no role.Underlining in this connection the importance for all the ministerial departments of setting up scientific research bodies the minister expressed the disposition of his ministry to provide them with the human resource. Regarding the designation of Algerian powers in the Council Mr. Bouzid recalled that they have all been proven in scientific bodies abroad and it is inconceivable not to benefit from their experience in Algeria.
