Agu Develops Regulatory Tender

πŸ“„ Tender ID: 530968000 πŸ“… Published: 30 Mar 2026

πŸ“‹ Tender Overview

The Attorney Generals Office (AGU), through its Innovation Laboratory (Labori) and in partnership with the Ministry of Education (MEC), developed the first experimental regulatory environment (regulatory sandbox) aimed at the use of Artificial Intelligence (AI) in Brazilian public education. The system integrates the National Education Data Infrastructure (Educadados), a tool launched on Tuesday (24/3) by the MEC.
The regulatory sandbox is an innovative instrument that allows testing, in a controlled and supervised environment, technological solutions under development, with adapted rules and institutional monitoring. In the case of MEC, the focus will be on experimenting with AI systems applied to education, with attention to security, ethics and the protection of rights.
The initiative foresees the selection of up to eight artificial intelligence projects, which will be tested over six months. The objective is to produce evidence to support the formulation of public policies, reduce regulatory uncertainties and identify good practices in the use of technology in the educational sector.
According to the MEC, the experimental environment will allow the development and evaluation of solutions aimed at challenges such as digital inclusion, school retention, educational management and reduction of inequalities.
Participation in the sandbox will be voluntary and aimed at public and private institutions, such as universities, startups, technology companies and civil society organizations, as long as they meet the technical and legal criteria defined in the notice.
Controlled environment
The Attorney Generals Office of the Union participates in the initiative with the aim of guaranteeing the legal security of the model, contributing to the normative structuring and definition of guidelines that guarantee responsible experimentation of technological solutions.
According to the coordinator of the AGU Innovation Laboratory, Bruno Portela, legal action in the project seeks to enable responsible innovation. The regulatory sandbox represents a new way of acting for the State, which combines experimentation with legal certainty. The idea is to allow innovation to happen in a controlled environment, with supervision and respect for fundamental rights.
The model adopted by the MEC includes governance mechanisms such as algorithmic impact assessment, continuous supervision, transparency and the requirement for explainability of artificial intelligence systems. Specific rules are also foreseen for risk mitigation, data protection and technical monitoring during all phases of the project.
For the deputy executive secretary of the Ministry of Education, Rodolfo de Carvalho Cabral, AGUs participation in the development of Educadados will help improve the quality of public policies in education. Our idea with this platform is to develop innovation and public policies, and for us the AGU is a reference in this matter. So, it was a great benefit for the MEC to be able to count on the participation of Labori staff to deliver this to society, said the secretary.
The expectation is that several actors, such as academia, educational technology companies, civil society organizations, developers and educational managers, will actively participate in the platform.
Registration for participation in the sandbox will be carried out by the MEC, through a public call.
