On behalf of the Politburo, Politburo member, Standing Committee of the Secretariat Tran Cam Tu signed and promulgated the Politburos Action Program to implement Conclusion No. 75-KL/TW, dated July 28, 2026 of the 14th Party Central Committee on environmental protection and proactively responding to climate change in the new period (Program No. 31-Ctr/TW, dated July 28, 2026). Action program sets out important tasks, schemes and projects in the period 2026 - 2030; Determine specific responsibilities, progress, products and implementation resources; serve as a basis for all levels and branches to deploy according to assigned functions, tasks, and powers, contributing to the implementation of the goals and targets set out in the Conclusion of the 14th Party Central Committee on environmental protection and proactively responding to climate change in the new period. During the implementation of the Action Program, party committees and organizations at all levels are required to seriously and deeply grasp the motto: Environmental protection and response to climate change must be identified as one of new development drivers, associated with improving the quality of growth, productivity, competitiveness of the economy, and the quality of life of the People. Investment in environmental protection and response to climate change is investment in sustainable development, which should be prioritized to ensure adequate resources, meeting set requirements, consistent with the growth rate and scale of the economy. The program also clearly states 9 main tasks, including: Strengthening the Partys leadership, promoting the role of the political system, raising awareness of businesses and people; Perfecting institutions and laws; improve effectiveness and efficiency of enforcement; Strengthen inspection and supervision; Mobilize, allocate and effectively use resources for environmental protection and response to climate change; Focus on solving pressing environmental issues; proactively prevent and control pollution and improve living environment quality; conserve nature and biodiversity; Economic development based on ecosystem services, effective exploitation and use of resources; Actively adapt to climate change, reduce natural disaster risks, improve the safety of people and the economy; Promote green transformation, develop circular economy, low carbon economy, strengthen greenhouse emissions management; Develop science, technology, innovation, digital transformation and train high-quality human resources; Promote cooperation and international integration.
