Acting Deforestation New Tender

📄 Tender ID: 535082214 📅 Published: 10 Jul 2026

📋 Tender Overview

As part of the implementation of Regulation (EU) 2023/1115 relating to deforestation and forest degradation (RDUE), the Ministry of the Environment, Climate and Biodiversity informs the stakeholders concerned of the new obligations applicable at European level. This regulation introduces a reinforced framework aimed at ensuring that products placed on the European Union market, or exported from it, do not contribute to deforestation or forest degradation. Deforestation and forest degradation are among the leading causes of biodiversity loss globally and contribute significantly to climate change. The increasing pressure exerted by certain supply chains on natural resources highlights the need to act on production, processing and consumption methods. In this context, the European Union intends to strengthen the transparency and sustainability of its trade. The EUDR regulation is part of this dynamic and establishes new requirements for economic actors, in particular in terms of traceability, risk management and transparency. It aims to ensure that relevant commodities and derivatives marketed within the Union come from supply chains that do not contribute to deforestation or forest degradation, thereby contributing to the protection of forests and the preservation of ecosystems globally. Gradual implementation of the new obligations The regulation provides for staggered implementation in order to allow stakeholders to prepare: from December 30, 2026: application for large and medium-sized enterprises from June 30, 2027: application for micro and small enterprises Stakeholders are invited to prepare now for these deadlines in order to ensure their compliance within the set deadlines. Reinforced requirements for supply chains The obligations introduced by the regulation vary depending on the type of products concerned, the size of the companies and their role in the supply chain. They aim to strengthen transparency and control of the risks associated with deforestation. They include in particular: the collection of information on the products concerned, the traceability of supply chains, the geolocation of production plots, the assessment and mitigation of deforestation risks. These obligations apply to several products and categories, including: timber, rubber, cocoa, coffee, soy, palm oil and cattle. National coordination ensured by the Ministry of the Environment, Climate and Biodiversity In Luxembourg, the Ministry of the Environment, Climate and Biodiversity is designated as the competent authority for the implementation of the regulation. It ensures national coordination in close collaboration with the competent administrations and technical bodies. This approach aims to guarantee coherent and effective implementation of the system, adapted to the specificities of the different sectors concerned. Support systems for the actors concerned In order to support economic actors in the implementation of the regulation, several systems have been put in place. A national portal centralizes all information relating to the EUDR. It constitutes an entry point allowing users to understand the obligations, identify the steps to take, and access the relevant resources. In addition, two sectoral contact points are available to answer questions from stakeholders: the Agricultural Technical Services Administration (ASTA) for the beef, soy, palm oil, coffee and cocoa sectors, the Nature and Forests Administration (ANF) for the forestry sector. Furthermore, training and information actions will be organized to support stakeholders in achieving compliance. These include a generic webinar, as well as sectoral workshops organized by ASTA for the agricultural sector.
