📋 Tender Overview

Continuing the working program in the United States, the delegation led by Senior Lieutenant General Nguyen Van Gau, Deputy Minister of National Defense, Deputy Head of the National Steering Committee for Searching, Gathering and Identifying Martyrs Remains (National Steering Committee 515), had an in-depth working trip to the University of Georgia and the leading US military forensic facility. The research team here has built an integrated scientific ecosystem, closely combining history, anthropology, archeology, artificial intelligence, chemical sensors, environmental DNA, remote sensing and geophysics. Experts affirm that, in complex terrain environments, no single technology can solve the entire problem, which requires synchronous coordination between historical data, field observations and modern computing capacity. At the working sessions In-depth work, many advanced technology solutions have been presented in detail. A typical example is the ground penetrating radar system. In particular, to adapt to the characteristics of wet clay soil with high signal loss in Vietnam, scientists have integrated magnetic sensors and image processing algorithms, helping to accurately identify stratigraphic disturbances of mass graves. The project of applying technology to search for human remains to support Vietnam has received special attention from the Schools Leadership Council and the establishment of a group of leading scientists from related fields. In the past 1.5 years, these groups of scientists have made several trips to Vietnam and built a series of comprehensive solution systems that are highly interdisciplinary and this is one of the breakthrough methods, exploiting more interdisciplinary resources and knowledge to serve the ultimate purpose of searching and identifying the remains of martyrs. Among these overall solutions, Vietnam is very interested in two methods, which are the environmental DNA method and the grave identification method. and by the Spectroscopic Plasma method. Along with that are magnetic radar and ground-penetrating radar solutions. In parallel with ground-penetrating radar, the mobile environmental DNA analysis system provides the ability to identify biological traces of remains right at the scene, helping gathering teams avoid unnecessary large-scale excavations. Along with that are technological solutions such as: in-the-loop laboratory solution for continuous environmental monitoring; Laser ablation technology combines mass spectrometry and plasma emission spectroscopy, helping to analyze the chemical composition of bones to accurately separate each set of remains in mass graves; applications in remote sensing, drones, artificial intelligence, autonomous robots, underwater geoarchaeology and groundwater flow modeling. The University of Georgia commits to transferring technology, opening short-term training courses for Vietnamese gathering forces and sharing map materials. This extensive international cooperation promises to shorten the review time, bringing hope and the return of martyrs to thousands of families in Vietnam. This is the USs leading military forensic facility, headquartered in the state of Delaware. At the functional subdivisions, the delegation directly observed how to operate the apparatus, the biological data management system and the method of preserving skeletal specimens. Speaking at the meeting, Senior Lieutenant General Nguyen Van Gau affirmed that the application of scientific and technological achievements plays a key role in implementing the gratitude policy. The information and lessons learned from this field survey are an important basis for Steering Committee 515 to research, advise and propose solutions to improve the military forensic examination process in Vietnam. In addition, proactively accessing international standards on data management and advanced testing technology is expected to create a breakthrough, contributing to improving the professional capacity of domestic DNA testing centers. Deputy Prime Minister Pham Thi Thanh Tra: Early application of new generation DNA technology to identify martyrs500 days and nights campaign: New generation DNA technology opens up more hope to find the names of martyrsThe working trip of the National Steering Committee working group on searching, collecting, and identifying martyrs remains not only consulted and learned new directions in applying modern technology but also contributed to improving and standardizing the process of assessing the remains of martyrs in Vietnam over time. Before that, the delegation had a working session with the research team of the Initiative to Search for Missing Vietnamese in then war-VWAI aims to speed up cooperation with the United States in receiving data and mobilizing resources to serve the search and collection of martyrs remains in the campaign 500 days and nights to promote the search, collection and identification of martyrs remains. On the same day, the delegation had a working session with US Congresswoman Ms. Chrissy Houlahan, member of the US House Armed Services Committee, and Mr. Michael George DeSombre, US Assistant Secretary of State in charge of East Asia and the Pacific region.Kim Lien
