Contract awarded for Request for proposal regarding speech therapy for åland lot-0000, title: request for proposal regarding speech therapy for åland, description: the subject of the procurement is speech therapy services in swedish in åland organized by the finnish pension institution (hereinafter fpa) as demanding medical rehabilitation. to the extent that the tender documents refer to the term municipal group, it refers to the entire procurement area in åland. the service that the procurement concerns and the requirements for the therapy services are described in the service description in appendix 1 (therapy within demanding medical rehabilitation, service description, valid from 1.1.2027). the contract period is from 1.11.2026 to 31.12.2028. the contract includes two one-year option periods for the time 1.1.2029 – 31.12.2029 and 1.1.2030 - 31.12.2030. the therapy services for clients according to the contract will commence on 1.1.2027. fpa requests bids for therapy visits of 45 minutes (price 0, see appendix 1 'prices' and appendix 2 'explanations of prices and billing instructions' to the draft contract). the prices derived from the offered price for a therapy visit of 45 minutes and the other compensations paid for the service are described in appendix 1 'prices' and appendix 2 'explanations of prices and billing instructions' to the draft contract. the therapy is conducted based on the client's needs in the form of face-to-face therapy visits, as a combination of face-to-face therapy visits and distance rehabilitation, or as distance rehabilitation according to chapter 5 of the service description (appendix 1). the client should have access to face-to-face therapy as needed. face-to-face therapy visits are conducted as home visits in the client's everyday environment based on the client's needs. if the service provider has access to operational premises, the face-to-face visits can also be conducted in the operational premises based on the client's needs. distance rehabilitation is conducted in the form of video calls. by submitting a bid, the bidder commits to providing the therapy service as face-to-face therapy visits. the commitment to provide face-to-face therapy applies to the service provider, not each individual therapist named in the contract. it is not mandatory for the bidder to commit to providing the service as distance rehabilitation or as a combination of face-to-face therapy visits and distance rehabilitation. by submitting a bid, the bidder commits to providing the therapy service that the contract concerns throughout the entire validity period of the contract within åland (appendix 4 åland map and municipalities) for which the bid has been submitted. the preliminary total value of the procurement of speech therapy for åland for the entire validity period of the contract (including any option years) excluding vat is €1.1 million and the maximum value excluding vat is €1.64 million. fpa has set a price ceiling of €134.00 (vat 0%) for the offered price for a therapy visit of 45 minutes (price 0). the offered price should not include the supplements according to appendix 1 'prices' and appendix 2 'explanations of prices and billing instructions' to the draft contract which fpa pays. the price appendix describes how the supplements and compensations are paid in addition to the offered price (price 0). the compensation paid to the service provider for a therapy visit may be greater than the established price ceiling of €134.00 (vat 0%)/45 minutes, for example, when the service provider conducts the visit in their operational premises, in which case the service provider also receives an additional compensation for operational premises in addition to the offered price. fpa introduces a price ceiling because there is a need to curb the increase in speech therapy costs and ensure reasonable pricing of the services. estimated value excluding vat: none .Request for proposal regarding speech therapy for åland
