Contract awarded for Printing services and correspondence distribution services lot-0000, title: default lot, description: the object of the framework agreement consists of printing the following: -forms and various printouts necessary for the normal operation of the contracting authority; -documents addressed to taxpayers through the working campaigns of the contracting authority, including their distribution in envelopes to recipients. revision clauses the modification of the framework agreement/subsequent contracts will be made under article 221 of law no. 98/2016 regarding public procurement, with subsequent amendments and completions. the revision clauses established by the contracting authority according to the information in the specifications, as well as any changes that may occur in the execution of the framework agreement, implicitly of the subsequent contracts, will be expressly provided in the framework agreement/subsequent contracts and will apply directly under article 221 paragraph (1) letter a) of law no. 98/2016 regarding public procurement, these being: 1. the modification of the framework agreement may be made if during its execution, the contracting authority decides to extend its duration and, implicitly, to supplement the services related to the extended period. the maximum period established by the contracting authority for the extension is 6 months, during which the services subject to the framework agreement will be supplemented by 25% and will be provided under the same conditions as before the extension. 2. the modification of the framework agreement/subsequent contracts may also occur as a result of the direct application of its provisions if during their execution the necessity for printing and/or distributing, as the case may be, other documents arises that the contracting authority, for objective reasons, cannot identify at the time of initiating the procurement procedure. the necessity for printing and/or distributing, as the case may be, of these documents may arise as a result of legislative changes, administrative decisions, or other unforeseen situations. in these conditions, the prices of the services will be established as follows: - by referring to the prices of the printing services offered for the services provided in the specifications, having as a reference technical characteristics as close as possible to these; - by establishing a new price representing a reasonable cost and a reasonable profit compared to the relevant market prices. 3. the modification of the framework agreement/subsequent contracts may also occur as a result of correcting material errors that have crept into them, in the case of detection by either of the contracting parties. the categories of modifications provided in points 1-3 will not affect the general character of the framework agreement/subsequent contracts. in the event that, during the execution of the framework agreement/subsequent contracts, the necessity for another modification arises, the contracting authority will determine, before approving and formalizing the respective modification, whether it represents a non-substantial modification without the need to organize a new procedure or a substantial modification that would require organizing a new awarding procedure. during the validity period of the framework agreement, the parties have the right to agree on the modification and/or completion of its clauses within the limits of the provisions provided by the normative acts in force regarding public procurement. the modification of the framework agreement can only be made with the written agreement of both parties, through an additional act. the party requesting the modification of the framework agreement will have the obligation to notify the other party, in writing, within a maximum of 5 working days from the date on which the situation that may lead to its modification occurred. the modification of the framework agreement will not concern the revision of the prices offered through the technical-financial proposals, the unit prices remaining firm throughout the validity period of the framework agreement, including all expenses related to transport, supply, handling, indirect expenses, taxes, duties, etc., considered legal obligations of the contractor, except in the case where a new price is established for the printing services necessary for those documents that arose as a result of legislative changes, administrative decisions, or other unforeseen situations. the modifications made to the framework agreement will be carried out in compliance with the legal provisions regarding public procurement. modifications that may intervene on the clauses of the framework agreement/subsequent contracts cannot in any case bring substantial changes to the terms and conditions initially established by them. the modification of the framework agreement and implicitly of the subsequent contracts other than in the cases provided for in article 221 of law 98/2016 is carried out by organizing a new awarding procedure, in accordance with the provisions of the law. estimated value excluding vat: 5588.00 ron.Printing services and correspondence distribution services
