Contract awarded for Performing train replacement tasks 2025-2027 lot-0005, title: provision of train replacement tasks 2025-2027 (q3 2026), description: the task of the winning bidder is to provide the service based on the framework agreement to be concluded: - operation of train replacement buses according to the timetable, for the purpose of providing passenger transport services; furthermore - availability of buses at existing railway stations on the railway lines listed in the technical description, according to the duration specified by the contracting authority, as well as availability of buses, during which at any time they may be operated as train replacement buses for the purpose of providing passenger transport services. the subject of the procurement procedure in part 5 concerns train replacement tasks to be carried out by bus on public roads along the railway lines listed in the annex of the technical description, as recorded in the bt-728 cell, in hungary's north-east region. the task of the winning bidder is to ensure availability and/or deployment of buses with specified type and seating capacity as recorded in the individual contract awarded based on the concluded framework agreement, passenger pick-up, baggage handling, execution of passenger transport tasks, completion of necessary administration, handling of individual on-site customer requests, and execution of other tasks detailed in the technical description in compliance with legal frameworks. the expected maximum number of buses to be used simultaneously in part 5 is: - for buses with at least 45 seats, in solo version, belonging to m3/ii. or m3/iii. class, and equipped with a functioning heating-cooling system (able to provide the temperatures specified in the technical description) and at least two remotely operated doors: 35 units, and - for buses with at least 18 and at most 44 seats, in solo version, belonging to m3/b class, and equipped with a functioning heating-cooling system (able to provide the temperatures specified in the technical description) and at least one remotely operated door: 1 unit. the contracting authority states that it may also request the fulfillment of procurement needs exceeding the specified maximum number of buses to be used simultaneously based on the framework agreement to be concluded as a result of this procurement, under the same conditions as those contained in the framework agreement and during the duration of the framework agreement. in this case, the economic operator participating in the framework agreement has no obligation to conclude contracts or fulfill beyond the specified, pre-determined bus requirement. the contracting authority draws the attention of economic operators to the fact that the service provided under the individual procurement need indicated in this procurement procedure does not involve continuous calendar employment, but rather a service provision that is spatially and temporally unpredictable, periodically recurring, individually varying in shorter or longer terms, and with differing technical requirements. the specified bus requirement covers the provision of services with the highest expected bus demand during the duration of the framework agreement. the expected distance to be fulfilled during the duration of the framework agreement is: 453,683 km (of which for the bus according to the m/2.1. eligibility requirement 391,689 km, for the bus according to the m/2.2. eligibility requirement 61,994 km), for which the contracting authority does not undertake any obligation. the expected availability time during the duration of the framework agreement is: 26,723 hours, for which the contracting authority does not undertake any obligation. considering the unpredictability of the contracting authority's procurement needs in terms of time and quantity, the contracting authority can only estimate the magnitude of the expected individual contracts based on the framework agreement. the expected magnitude of the largest individual contract to be concluded based on the framework agreement - considering the number of buses necessary for performance at the same time, the average daily mileage of a bus, and the expected average duration of occasional orders - reaches and/or exceeds 105,000 kilometers in terms of part 5. the expected magnitude of separate contracts to be performed simultaneously based on the framework agreement - considering that the value mentioned in the previous paragraph does not take simultaneous performance into account - is expected to exceed this value in magnitude. the contracting authority is entitled to conclude individual contracts during the duration of the framework agreement up to the upper limit of the total amount, which is: net 622,000,000 huf in terms of part 5. the contracting authority does not undertake any obligation to order the tasks specified in the technical description or to exhaust the total amount specified in that part by concluding the framework agreement;
