Contract awarded for Municipality of harderwijk technical advisor energy supply new weiburg lot-0000, title: municipality of harderwijk technical advisor energy supply new weiburg, description: in harderwijk, we are developing new weiburg; a neighborhood with approximately 1,100 homes, offices (approximately 8,000 m2), and care and welfare (approximately 1,500 m2), centrally located near the station. for this location, a collective energy supply has been designed based on wko, heat pumps, and individual delivery units. the next step is a careful tendering process to select a market party that will take on both the realization and operation of the energy supply. for this specialized process, we are looking for a technical advisor for energy supplies with experience in tenders, technical descriptions, and energy concepts. the project team consists, in addition to the general project leader, of a project leader for heat transition and heat network, a project supporter, and several specialists. we are looking for a substantive advisor for the technical content needed throughout the entire tendering process. you will work closely with our project leader for heat transition and heat network and the procurement team. your tasks include, among others: 1. technical elaboration & documentation preparing a general technical description of the energy concept (input for the selection guidelines and award guidelines). developing and refining functional and technical requirements, capacity questions, system architecture, demarcations, and performance standards. preparing technical appendices for the award guidelines, including energy performance requirements, materials, monitoring, and conditions for operation. 2. selection phase securing technical principles in the selection guidelines. formulating selection criteria and assessment methodologies from a technical perspective. answering technical questions from the information memorandum. technically assessing submissions in the selection phase. 3. award phase contributing to refining the award criteria. preparing and improving the technical description for the award guidelines. answering technical questions during two rounds of questions. technically assessing submissions and attending presentations. providing input for the provisional award. 4. consultation & advising regular participation in meetings (an average of two per month). technical sparring partner for the project team, lawyers, and policy. thinking along and advising regarding the spatial integration of the energy system. thinking along and advising regarding the securing of the energy concept through, among other things, environmental and energy performance requirements in the environmental plan. flexibility in availability is very important. the estimated scope of the assignment is an average of 8 hours per week over the entire duration of the agreement. due to the dynamics and phasing of the tendering process (such as the drafting and assessment phases, the information memorandum, and the assessment of submissions), the actual time spent per week may vary and this is an average. this assignment is carried out on an hourly basis. there is explicitly no obligation for results or contracting of work, but rather an independent advisory role within the new weiburg project. the work will be carried out by the contractor entirely at their own professional discretion and without a hierarchical authority relationship. the municipal project leader does not provide substantive direction or instructions on how to execute the work; coordination takes place solely at the process and progress level. estimated value excluding vat: 212160.00 eur.Municipality of harderwijk technical advisor energy supply new weiburg
