lot-0000, title: library books and related av materials as procurement portal orders, description: numera palvelut oy's procurement unit requested offers from its customers for library books according to the tender documents. the products to be tendered include domestic literature to be acquired for libraries and related av material, foreign english-language literature, foreign swedish-language literature, foreign literature in other languages, domestic and foreign sheet music, and lamination services. the procurement also includes the following product groups as options: professional literature/textbooks k-books, professional literature/textbooks p-books, professional literature/textbooks j-books, domestic and foreign audiobooks, domestic and foreign music products (cds), video recordings (dvds and blu-rays), computer and console games, and labeling services. the main users of the contract are libraries, but books can also be ordered for other units. libraries generally order domestic materials as advance orders. the procurement does not cover materials acquired for educational institutions or newspapers or magazines. when placing orders, the clients have access to an electronic service, the so-called procurement portal, through which clients familiarize themselves with the available literature, make selections, and order materials. the procurement portal compares the prices of individual procurements and directs the order to the supplier that offers the material at the lowest price at the time of ordering. clients can also place smaller orders via email and through the supplier's online store. the selection criterion for the procurement is overall economic advantage. the offer considered overall economically advantageous is the one that is of the best quality. the tendering is conducted through an open procedure, and a maximum of three (3) acceptable suppliers will be selected as contract suppliers, forming a framework arrangement; separate contracts will be made with the selected contract suppliers. if more than three (3) acceptable offers are received in the tendering process, the offers will be compared based on the extent of the required new titles (in finnish, swedish, and english) offered in 2025, as well as delivery time and ecological considerations. the selection will be made according to the scoring order of the providers based on the comparison criteria specified for the procurement subject. if multiple providers receive the same score, the procurement unit will draw the selected providers. the draw is an accepted method in legal practice. the contract period is fixed for four (4) years. the notice period for termination of the contract is six (6) months for both contracting parties and the customer communities of numera palvelut oy committed to the procurement, despite the fixed term. the contract period begins on october 17,
