Contract awarded for : 2026-101 Business Change - Change Management Ofgem is seeking specialist change management, engagement and communications services to support its programme of organisational transformation and help embed agreed changes across the organisation. the service will provide support to define, develop and deliver change management activities and outputs, including requirements for a change management dashboard to measure and report change effectiveness, stakeholder adoption and engagement, implementation readiness, benefits, team performance and organisational change maturity. this will include defining appropriate measures and data sources and developing suitable reporting approaches to support the monitoring of organisational change. the service will also support the development of business change directorate sharepoint pages, including content and navigation structures; the development of change heatmaps to assess the timing, scale and cumulative impact of change across teams and stakeholder groups; and communications and engagement activities associated with organisational transformation. the service will include shaping, coordinating and reviewing on-the-job training and upskilling requirements for agreed stakeholder groups, including senior responsible owners, people champions, team managers and project managers, to support the adoption and implementation of organisational changes. the service will also include stakeholder engagement, change planning, documentation, progress and governance support, knowledge transfer and the handover of agreed deliverables and supporting materials. the scope is limited to change management, engagement and communications support and does not include organisational strategy, governance, policy, structural reform, technical sharepoint development or the delivery of formal training, accreditation or certification.
